The blanched fish is called "Hamo". It is known as pike eel in English. Hamo is considered a delicacy in Kyoto especially around the time of Gion festival in mid July. the yellow sauce on top is typically "Karashi Sumiso" made with white saikyo miso and mustard. Altough the sauce on this photo looks like sauce made of egg yolk.
